Replacing Cord with Bungee!

Yes, it’s possible to replace regular cord with bungee cord as a boat cover tie down, but it won’t be easy.
The problem happens when you tie the old cord onto the bungee and begin to pull it through the casing on the cover.

You will be able to pull it just fine for awhile, but as it begins to travel up inside the cover, the drag of the fabric on the bungee will increase and with that drag, the bungee will begin to stretch.
This of course will begin to pucker the fabric, increasing the drag.
With patience it can be done.
I’d have a pony clamp on hand so when the bungee stretchs and you make headway you can clamp it from the outside of the casing itself. That will keep it from springing backwards. This way you will be able to work the back section you are dragging the bungee through a little at a time.
