Hi Chad,
Chafe patches are the primary thing that needs to be done and when done well, it usually handles the problem.
Next, I would check the actual fabric for integrity (dry rot). When the fabric begins to fail, there is little than can be done other than keep patching.
From there, if all looks sound and if there is enough room for it, you can get a tennis ball, cut an X into it and sink it onto the deck mounts so the cover lays on the tennis ball. However, there is rarely enough room in this area of tight clearances to do this little trick and it can put additional stress on the fabric if it is beginning to fail.
