Alternate boat cover tie downs needed

I have a 20 ft Key West with a boat cover. I would like to use this cover on the boat when it is in the boat slip-normal tie downs will not work-nothing to hook the straps too. A year or two ago I saw a boat in slip with small blue weights attached to the boat cover straps-gravity held them down. These weights looked like small water balloons-they may have had sand in them. It looked like you just attached these weights to the boat cover straps and left it at that. They didn't seem to touch the hull and if they did, they didn't leave any marks.

Anything out there like that?
