How do you remove broken hard rubber eye end from the tube, in order to replace it?

It broke off at the part where the eye is. Was told by West Marine where I bought the replacement part to just push it into the tube and replace. Very hard to get out.

That is a possibility.
There is one of two ways that it can be held in there. First it could be a punch indentation that is holding it in. It would look like a divot in the metal, or second it could be crimped on all the way round with a special tool. If it is done this way, then you will see a indentation ring all the way round the tubing. To push it up into the tubing could be an issue for you. If you want it out of there, try drilling it out with successively larger drill bits.
Next is how do you get a new one back in there. You most likely can't reproduce what they did easily, because of the indentation in the metal that was originally holding it in.
Your other option is to use a hack saw and cut it off, then cap the end with an outside eye end. Do both sides if you would like it to look balanced. Hope this helps!
